Initiative: Education Access Assessment in Côte d’Ivoire, 2021 – 2023

Approach: In partnership with the Millennium Challenge Corporation (MCC), B2P conducted a comprehensive needs assessment of two target regions in Côte d’Ivoire as part of the “Increase Access to New Secondary Schools for Equitable Access” sub-activity of the compact with Côte d’Ivoire. This partnership model enabled MCC and the Millenium Challenge Account (MCA) Côte d’Ivoire to better understand how rural trail connectivity could be leveraged to improve the return on their infrastructure investments in partnership with the national and local government and enabled B2P to gather needs assessment and social impact data in a relevant new geography, invest in the early development of Fika Map, and evaluate and share findings on the potential for a national rural access program in Côte d’Ivoire.
Results and Impact: Through this partnership, B2P identified 655 crossing sites that blocked critical access for communities in the Gbêke and San Pedro regions, including 569 sites with the target school basins. On average, crossings were flooded to the point of being unsafe or impossible to cross 80 days out of the year. A map indicating the locations of crossing sites relative to school basins makes it possible for stakeholders at all levels to analyze transportation barriers and potential investments in alignment with access priorities, and the rural transport landscape analysis work contextualizes those possible investments within the current rural access environment throughout the nation. Overall, this partnership is an example of our aim to invest funding resources from partners like MCC in products, services, and learnings that enable smart and cost-effective allocation of funding in resource-constrained environments.
